Around 1712 the Tuscarora tribe settled in the northern part of the town. Their fortified village, Ouaquaga, was an outpost of the British Colonies. Colonial forces destroyed the village in 1778. Outsiders first settled the region around 1785. The Town of Windsor was formed in 1807, the year following the formation of Broome County. The town was reduced in size by the formation of two other new towns in 1821: Sanford and Colesville. In 1851, a small part of Windsor was used to help form the Town of Conklin.
In 1830 the village was founded as a commercial settlement and soon outstripped its rival to the north, Ouaquaga. The village was incorporated in 1896.

Ouaquaga Bridge

| The town of Windsor’s northern hamlet of Ouaquaga is the home of one of the countries last surviving lenticular truss bridges. The Berlin Iron Bridge Company of East Berlin, Connecticut built it in 1889. It was the last bridge of this type to be used for vehicular until a new bridge was completed in 2008. It is currently a pedestrian bridge only and features a public boat launch at its western end.
